The first thing that should have been yelled was, "Cease Fire!" The folks downrange not knowing that someone else was engaging targets right behind them is also a big problem. The fact that the shooter practically walked right up behind them before they took any notice means that there was no situational awareness on their part. With blocking barricades there should be a range observer up on a high vantage point who can visually see the entire range to preclude anything like this from ever happening. And if there was an observer in this position, he needs his posterior kicked severely for allowing that to incident happen on his watch. They should all have went out and bought lottery tickets on that day because they were all very lucky that didn't turn out far worse.

Issues that made things more difficult, in this situation, were multiple bays being open and used, firing going on in one bay while others are safe, and the baricades blocking the view of downrange. There were a lot of possible distractions available to pose problems for an un-alert range officer. I like BE's thought of having a range officer on a high vantage point, but that is sometimes not available on specific ranges. As the range officer in charge, you have to make sure you ar the last person down range and make sure everybody IS clear. You must have complete control of the range, period. No screwing around, you have got to be the person in charge, and take it seriously.
