When the armed robbers drop their weapons and surrender, they're not a threat.

Or when they just drop, they are no longer a threat. According to Michigan la you have a right to protect yourself until the threat is gone, one way or the other. If I have any control over who leaves in a body bag, I will do my best to make sure it is not me.

Who get's to assess the threat? Lot's of Monday morning quarterbacks.
