I'd like to know the whole story but it sounds like a case of "it's always loaded."
Looking at Channel 3 news the past couple of days, SW Michigan looks like it's trying to make Richmond look like a very quiet area. Sure you don't want to be a Henrico Cop, begreene? $90k, get to drive your car home and not nearly as much excitement as KZ. Oh yeah, someone drive his car into the James River, but that was Richmond.

These types of incidents are unfortunate. Clearly a violation of Cooper's 4 Rules of Gun Safety.
Another such incident occurred in Texas where two youths were shot while playing basketball at a school yard. I just read where a nearby target shooter was charged in that incident. Ensuring your backstop area is clear out to the maximum range of your rounds is a primary rule in this case.
