Rear Sight Question and MK III Manual Error?

I have a MK III Hunter. In the manual, it appears that the parts diagram is wrong. Part 12 (rear sight base set screw) and part 16 (rear sight elevation screw) are reversed. Am I right?
On the diagram available from the Ruger website, the elevation screw (part 12) is identified correctly, but the set screw is identified as one of two springs. I know I’m being anal, but I just want to be sure I’m reading things right. I’m this way about my Miata, too!
I discovered this because even with the rear sight elevation screw bottomed out, I shoot high. Yet, the sight itself can still be lowered (with finger pressure) another 1/16””, so I'm considering shortening the elevation screw. I checked the parts diagram to be sure I wouldn’t screw something up.
