I reposted the article on Ruger Forum (.net) and then noticed the article is over a year old. According to an RF member, the plan was scrapped in budget cuts.

There's always some kind of evaluation going on for "the new army rifle" or "the new army handgun", it seems.
I think it will take an actual advancement* in materials or ammunition to get a change at this point. There's too much momentum in the "generic issue weapons" category, and a lot of specialized groups can go out of the .mil supply line to get what they really need.
*(as in a completely new material or something better than metallic ammunition, like caseless or a seperate feed path for propellant and projectiles)
