The Federal Register notice seems like nothing more than bureaucratic gibberish. I've spent 30 years reading environmental regulations and thought I could wade through about anything. These people are claim to redefine terms and never seem to come out with the term definition. After a while, I gave up on trying to read the preamble and went to the reg portion. The redefined definitions are so vague, they could mean anything.

I'm not sure what this limits, but it is going to be darned hard to recall technical discussions, reloading info, and the like that have been in the public domain on the internet for years.

But, heck, it is so badly written, this thing could mean anything.

It might be a smoke screen. He has made high-profile threats before in order to distract attention from something worse that he was up to on a low profile.

Woodrow Wilson aside, can anybody remember a worse president?
