Summary of 2013 legislation
Following is a summary of the 2013 legislation:
Bans the sale, transfer, importation, or manufacturing of:
120 specifically-named firearms
Certain other semiautomatic rifles, handguns, shotguns that can accept a detachable magazine and have one military characteristic
Semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds
Strengthens the 1994 Assault Weapons Ban and various state bans by:
Moving from a 2-characteristic test to a 1-characteristic test
Eliminating the easy-to-remove bayonet mounts and flash suppressors from the characteristics test
Banning firearms with “thumbhole stocks” and “bullet buttons” to address attempts to “work around” prior bans
Bans large-capacity ammunition feeding devices capable of accepting more than 10 rounds.
Protects legitimate hunters and the rights of existing gun owners by:
Grandfathering weapons legally possessed on the date of enactment
Exempting over 900 specifically-named weapons used for hunting or sporting purposes and
Exempting antique, manually-operated, and permanently disabled weapons
Requires that grandfathered weapons be registered under the National Firearms Act, to include:
Background check of owner and any transferee;
Type and serial number of the firearm;
Positive identification, including photograph and fingerprint;
Certification from local law enforcement of identity and that possession would not violate State or local law; and
Dedicated funding for ATF to implement registration

All of that registration stuff in the last bit of Feinstein's summary is a bit a surprising.

At least it reads like BAOM's 10/22s are safe, mine too..........

I like how some guns that are controlled under NFA rules ore listed like the Thompson 1927 commando, as a SBR or a full auto.
or if you put a second pistol grip on a pistol which by definition would make it an "Any Other Weapon" b under NFA rules, and a tax stamp would be needed, like a SBR, or supressor..
redundancy.... just what we need more of

The purpose of the NFA was to stop the mobsters from buying full auto weapons, sawed off shotguns, shortbarrel rifles. I suppose it has worked very well. Don't here much about shoot outs with Thompsons.

That is just the 1989 California Assault Weapons Ban recycled for federal use with the loopholes taken out, including the registration of grandfathered weapons part. Under that clause when you "pass on" the government will be there at your door to collect the weapon(s) since it is non-transferable under the terms of the proposed legislation. They've had more than twenty years of practice getting the law circumvented by manufacturers and owners, so they have a good idea where to tighten up the laws. I even saw Patrick Purdy's name tossed around in the papers recently. It was he who murdered many elementary age school children in Stockdon California that caused their ban to be imposed. Feinstein was the prime mover on that legislation since she was the poster child of victim-survivor in SF Mayor Moscone's murder in 1978; I remember it all well since I lived in the SF Bay area back in those days. She is really getting up there in age so this is likely her last chance at making a big impact in the gun ban legislation area.
