Is this as simple to make, correctly, as I think it is?
If not could someone recommend me one that is already built? I've been looking for a while but it seems like there is little middle ground for what I need the rest for. I want it to test ammo and as far as I can tell it seems like there are 2 options: Ransom Rest or cheap plastic thing.

Simple, or as complex as your manufacturing skills will allow. You can get as fancy or simple as you please making a rest like that one. There are a number of production models available if you are not handy or have little space for production equipment.

In the picture I've posted could anyone tell me what the piece sticking up in front of the barrel rest is for?

I was wondering what the piece sticking up in the front was too George. The rest itself looks relatively simple to make with some minimal skills. It looks like some type of phenolic material.

Looks to me like an adjustable peg (leg) to tilt the whole assembly up or down for fine adjustment aiming on the target. The wing nut is a lock-down component to prevent the adjustment from changing under recoil.

I like it!! I may build one myself. It looks simple but very fuctional.
